2.30 Extended Education and the Awarding of Continuing Education Units (CEU's) at UT San Antonio

  1. Office of Extended Education

    The role of the Office of Extended Education at The University of Texas at San Antonio (UTSA) is to work in partnership with the academic and non-academic departments to serve the region's adult, non-credit, professional and executive continuing education needs through a selective range of programs that match the University's unique academic resources and capabilities with the most strategically relevant educational needs among the targeted segments of the community.

    1. Reporting Reasons

      The director of extended education will oversee and administer the Office of Extended Education and will report to the Vice President for Community Services (VPCS).

    2. Role of the Office of Extended Education

      The Office of Extended Education performs a university-wide coordinating role including the following:

      1. Approves all noncredit extended education offerings as defined herein.
      2. Establishes and administers guidelines for the initiation and implementation of the Extended Studies Program (ESP), all noncredit education offerings, calculation of costs, reservation of facilities and communication of proposals to prospective participants.
      3. Awards, if appropriate, all continuing education units (CEUs). VPCS will have sole signature authority to award CEUs.
      4. Develops, in conjunction with the vice president for business affairs, and consistent with institutional policy and the Rules and Regulations of The University of Texas System Board of Regents, compensation rates for instructors and fee schedules for program participants.
      5. Coordinates faculty participation in extended education offerings with the appropriate dean.
      6. Maintains records for each extended education program offered that shows revenues, expenses, attendance, description of program and name/s of instructor/s.
      7. Evaluates all programs and offers recommendations.
      8. Develops guidelines for distribution of available income from extended education offerings among academic and non-academic departments and the Office of Extended Education. The income distribution will be based upon the level of administrative support provided by the Office of Extended Education.
      9. Prepares an annual operating budget, and annual financial report on the status of extended education at the university.
      10. Maintains and distributes a list of extended education offerings.
    3. Relationship of Extended Education to the Academic Departments
      1. Assess strengths upon which programming can be based.
      2. Assist in the identification of marketplace needs appropriate for program development.
      3. Market programs.
      4. Arrange for facilities and logistical support.
    4. Extended Education Committee

      An advisory body will be appointed by the president of the university and shall be called the Extended Education Committee. The committee shall consist of ten members (including the chairperson) representing the eight colleges, Institute for Economic Development and the Institute of Texan Cultures. The director of extended education will serve as an ex officio member of the committee. The committee's role will be to advise the vice president for community services, with respect to priorities, needs, and operating policy of the university's extended education program.

  2. Awarding of Continuing Education Units (CEU's) at UT San Antonio

    In response to the increasing interest nationwide for the identification and recognition of continuing education efforts of students in noncredit university activities, the Continuing Education Unit (CEU) has been developed as a means of recording and accounting for noncredit courses, programs, and activities. The CEU is defined as "ten contact hours of participation in an organized non-credit continuing education adult or extension experience under responsible sponsorship, capable direction, and qualified instruction."

    At UT San Antonio, CEU’s will be awarded to individuals for instructional activities that meet the above definition and the following criteria:

    1. The noncredit activity is planned in response to an assessment of educational need for a specific target population.
    2. There is a statement of objectives and rationale.
    3. Content is selected and is organized in a sequential manner.
    4. There is evidence of preplanning that should include opportunity for input by a representative of the target group to be served and the faculty area having content expertise.
    5. There is a provision for registration for individual participants and for provision of data for institutional reporting.
    6. Appropriate evaluation procedures are utilized and criteria are established for awarding CEU's to individual students prior to the beginning of the activity.
  3. Approval Process of Continuing Education Units (CEU's) at UT San Antonio

    The Office of Extended Education will receive and review all CEU requests. Extended Education may be required to forward CEU requests to an appropriate academic department for an academic integrity review. Therefore, ample time must be given to ensure these processes are accomplished. No fees will be assessed for internal UTSA CEU offerings. However, a fee will be assessed to outside organizations requesting UTSA CEU’s. When requesting CEU’s from UTSA, the following items are required. Incomplete CEU requests will delay the approval process.

    1. A detailed program/agenda of the conference/seminar/workshop
    2. Program objectives for each presentation
    3. Start and end times of each presentation
    4. Resumes/Curricula Vitae/Mini-Bio for each presenter
    5. Lesson plan or outline for each presentation, if possible
    6. How participants will be evaluated after each presentation

    The issuance of CEU's by UTSA will fulfill several important needs, including (1) providing a record to individual on noncredit continuing education courses, programs, and activities in which they have participated; (2) providing a record of faculty and staff participation in noncredit educational activities; and (3) serving as a measurement of resource utilization, such as space and equipment, for noncredit activities. The awarding of CEU’s and the record keeping associated with such units will be carried out by the Office of Extended Education.
